- fixed checkers for PRM classes
- getters, setters minor changes

added some value checkers to prmWindstress classes. Check for main algorithm to work on all lines (one need to set prognostic wind values over 90m/s)

Dealt with loading files issue: one needs to add contents of the folder to \bin\Debug\ to load GDAL extension (so DotSpatial will be able to load raster files).
added point output layer
ISSUE: interpolation throws "incorrect" indexes exception"

Dummy tested files added. data from external files casted to prmwind  class (didn't wrote casting it back yet). Graph algorithm reworked to take into account dummy stations i.e. "poles" for future compability with linelayer data.
