Dealt with loading files issue: one needs to add contents of the folder to...

Dealt with loading files issue: one needs to add contents of the folder to \bin\Debug\ to load GDAL extension (so DotSpatial will be able to load raster files).

ISSUE: interpolation throws "incorrect" indexes exception"
